I know a lot of people use photoshop but paint shop pro is pretty much the same thing and affordable for everyone alhumdullah. I love all the things you can get for psp for free to make your things unique. I will show you what I mean and how to get them first.
You may have already played around and saw tubes, gradients, plugins, etc on psp..
I will give you some awesome sites to get those things for free. A lot of my graphics are from these sites.

Everything is sorted for you.
this next site is the best for almost everything psp related. She has tutorials that teaches you how to move things on your project for example I made bees flying into a hive and she shows you how to do that. She has really nice tubes and gradients for you for free: http://www.michelespaintshop.com/mp-gradients.php
If you want to make things have a transparent background well thats easy as well yo go to file-export-gif OR png and then you choose the color you want to be clear, which will usually be white and there you have a clear background..

Sometimes you may feel lost with what colors work with what but here is some color schemes for you to look at when you need some help.

also I started uni taking fashion design and many people do not know that the color trends for each season is chosen about 3 years in advance here is the color trends for 2010 which you may want to incorporate into your designs :)
yellow, green, lavender, gray and aqua ;)
